But from both the text here and what I've read in other sources, it's clear that it never got past the screenplay stage. In my mind, that means it should be "Unproduced," and to be any other status should require that filming actually occurred at some point, meaning that footage definitely existed at one point (whether or not it does today.)

So, the wording is a little bit weird but I get what you mean.
I'd put it in a similar camp to what became of What Makes Pistachio Nuts, but as far as I know with that project, Harmony Korine only had the script and nothing else was really noted. With Nessie, I think it needs some polishing or added clarification because if they at least got to the storyboarding stage, that meant it was at least in pre-production before it got scraped. But, if it came down to it, then the two might as well just go hand in hand since if it was cancelled, then of course, the script would go unproduced. Maybe it's just semantics. (shrugs)
