A cartoon from my childhood I have never been able to find.

I was born in 1990 and saw this sometime between 1993-1997, after that my cartoon viewing was made up of Courage the Cowardly Dog, Pokemon, etc.
From 1993-1995 we lived in the south pacific. I could have watched it at that time, either it was off of a VHS tape a relative in California made for us (recorded shows off TV) or it was beamed in from somewhere else, at the time we lived closer to Hawaii, Japan, and Australia then the continental US.
The spoken language was English, I was too young to notice if it was a dub or not. I also can't recall if the characters had accents.
It was plain 2D animation, no claymation, puppets, or CGI. I cannot recall what the characters even WERE besides one possibly being a rat or other anthropomorphic animal.
There might have been a male narrator, who might have been British.
The fragments I remember:
Characters are seated at a long wooden table with high backed chairs. Jelly donuts/Berliners grow spider legs and scurry away.
Something about a, "pepper pot", and an antagonist (who might have been an anthro rat) sneezing due to a cloud of pepper.
Characters are imprisoned in a dungeon/mad scientist laboratory. The (possible rat guy) is planning to do something to the characters.
Something happens, the characters escape, and the narrator says, "he (rat guy) got a taste of his own medicine" (it was the very first time I'd heard that phrase and was confused at the time about what they were talking about).
