Hello everyone. This topic led me to creating an account here since I have an update, so nice to meet everyone.
I am a student at a university (in Indiana, coincidentally enough) which owns and operates a PBS affiliate. I will not say which one publicly to protect my own privacy, but I was able to confirm myself that the coverage area of our station is just barely outside of Lawrenceburg, and that's only through OTA antenna. Nonetheless, I had a few friends who were interns working with station staff, and asked them if they could ask around and see if anyone could give any more information about this. The question got to the Programming Manager for the station, and they told us this:
"There is virtually zero chance any PBS station would still have it in their archives. Caillou's broadcast rights were sold a few years ago, and as a result affiliates were asked to remove the series from their programming altogether, including in archival forms unless it was specific promotions or bumpers commissioned by the station. If we had something like that a decade ago, we wouldn't anymore now."
If this actually existed in the first place, I would imagine that unless it was included in the content sold a few years ago, or the exact station OP watched this on conveniently decided not to clear Caillou from their programming archives, it's probably gone for good at this point.

I had an account on Newspapers.com last year (which allows you to access old schedule listings). I searched the area you mentioned during the timeframe you mentioned and got no hits, so I’m guessing either it’s fake or it was listed as Caillou. I guess there’s no way to tell for sure at this point though.

Yeah, but I doubt they're gonna have it if this even exists since this sounds like something meant for a limited market.
I can't really say if I think this is real or not. On one hand, an early alternate dub doesn't sound completely fake considering the show was produced in Quebec and dubbed into French first, but also it makes zero sense to broadcast a version of that in the 2000s especially on a network which had already established the show.
I concur that this whole thing is, most likely, one big cookie sneak.
