l'm on the LMWiki now but not allowed to publish a article

My guess is that maybe your IP address range was used by spammers in the past, and that's probably why it's blocking you access to the Wiki.
This is just a guess though as I'm not an expert. The best solution would be to contact one of the Wiki admins.

l tried using, didn't worked.
After that worked when i used the Wi Fi of my phone, just for a brief period of time and after that came the same mistake.
