This dvd/vhs has haunted me for years!

I have posted EVERYWHERE about this and have found NOTHING. Here’s what I remember:
-my grandma rented it from family video when i was around 4-5 (2004-2005)
-there were 2 different episodes i remember watching
-the concept was toys coming to life (not small soldiers or toy story)
-seemed low budget
-there was a green army hat who spoke like an army general, this was the only scene I remember, the green army hat sat in a tree and threw water balloons down onto these kids
-stock kids sound effect, the one of the children giggling and stock sounds of falling with the water balloons
-not sure if it was a dvd or a vhs
-2D animated
This has absolutely killed me for years i have found no leads but i know for a FACT it exists, if anyone can point me in the right direction or identify anything i am talking about please let me know. I am so desperate to find this
