I found this quick review-type thing about it. The article says it was a short film that played before The Incredibles (at least in that theater). The author said that the films were so awful that they filled out a customer comment card on Regal’s website. Pretty sure this is the same film.
I think the user mistook the many trailers for short films, also he said "There were so many ads".
It's possible that it was originally intended as a feature film but the negative backlash it got from the trailers that played before The Incredibles led them to scrap the "feature film" idea and reduce it to bridging segments for Kidtoon matinees. Who knows.
It's more than likely. If you download the html file and modify it so it shows that screenshot you found, it seems to fit. While the "Opt In" and "Contact Us" buttons are definitely there, there doesn't seem to be one where the "more" button in the screenshot is.

What's even better is that they appear to use their minds and machinery to accomplish their feats, instead of supernatural powers that they were mysteriously born with", though I dunno if they're referring to "Biggs' Adventure" or "The Incredibles", and it seems that the latter quote wasn't in the "Incredibles" film, I searched it to make sure.
since there was a biggsadventure.com, why would they make it a short film (like they said in that review)? unless they originally were going to make a feature film, but, like Gilby1385 said, the idea was scrapped... it just seems a little weird they would make a website for a short film.
Since The Incredibles premiered on November 5, 2004, generalironbeak saw the trailers on November 27 of that year, the earliest archive of the Biggs' Adventure site (apparently when it was a matinee event) goes back to February 5, 2005, and Robots (with the brief trailer of Biggs' Adventure that'll all we have right now) premiered on March 11 of that year, the planned "feature film" idea seems plausible. It may have been late 2004 or early 2005 when Regal scrapped that idea due to the crapton of trailers that apparently was shown before The Incredibles.

I also seem to remember finding a Reddit post mentioning the film is called something like "Biggs' Adventure and the Hero Machine", though I can't seem to find it right now. There's not much on that post anyway.

I assume you and the user who posted what I quoted are referring to The Incredibles, as it seems to work better here (and that would like mean the mottos from the original poster are just rough estimations of the movie's actual dialogue). But considering that "hero machine" that was apparently in Biggs' Adventure, I guess it could apply there as well.

it might be hard since as of now regal has completely shut down operation in the united states (iirc people were saying these trailers only aired during incredibles screenings at edwards- which mainly had theatres in socal)

regal has a "contact us" section on their website. someone could ask about the movie there. the problem is that you need to fill in what theatre you saw the movie at, and, of course, biggs adventure wasn't a movie and aired 15 years ago. so, for now, idk if we should do that.

i found a fandango page via the old regal website about little nemo. it's pretty hard to see, but if you look closely the biggs' adventure logo can be seen on the poster.

I wonder if that could potentially be DVD box art, if it is, is it possible "Biggs Adventure" was reduced to a special feature added to some retail releases of DVD? kind of like how "Out of the Box" had "Trick or Treat" released as a special feature on a Rolie Polie Olie DVD aswell as it's original VHS.

Probably not. If Biggs' Adventure was just a Regal matinee event, I highly doubt any footage of it would've been on a DVD of any of the three films that were a part of it.
