Well it could still be them, I only looked through 2005-2013 and some of them were weirdly titled so I didn't really know what they could have been about. But I know for a fact Farmers, Statefarm, and Progressive do have wacky commercials also. I kinda looked to see if it was Farmers but didn't find much.

I remember that commercial. I do remember in particular the girl arriving home while talking on her cell phone with a friend. I remembered the rest of the description as well. Given the scenario, it has to do with a service to help people save money on something. Besides insurance, I think it would have been for a mobile phone service. I do remember it being a bit more recent than mid-2000s like late 2000s.

It does sound like a GEICO ad, but I don't remember anyone saying the signature line "I just saved 15% by switching to GEICO." Then again, I may have forgotten.
I wouldn't be surprised if the ad is somewhere on YouTube.

Right, OP didn't see anything like that either. Could we contact someone from marketing in AT&T about the ad? He/she would have to worked at the company at the right time tho. I'll try digging a bit with the little time I have right now

I can neither confirm nor deny the girl was talking on a cell phone, but if you’re right it very well could be a phone service. It could be the late 2000’s but I’m not going any more recent than that.
