Movie about a tribal man who turned into a wolf

I remember watching this movie in Grade School sometime around 2010. The movie was on VHS though, so it could've been made years before then. It was a movie about wolves and this girl's relation to them, but stuck out to me was what happened at the end of the movie.

It showed this flashback scene of a tribal man taking a wolf pelt out into the woods, praying to a higher god to bless it, then putting it on and doing a mysterious chant. This would later lead to the man being transformed into a wolf, with a girl watching the whole thing screaming in horror.

After the movie ended, my class was tasked with drawing wolves. As a way of making fun of the scene, I drew a version of the scene with a Weegee wolf and the man chanting "Obey, Weegee.", referencing the Weegee meme, which was popular at the time. I have yet to track down the original movie, or what it was called. I have not seen the movie or any references to it since 2010.
