I found all the 26 episodes of the Little Lulu and Her Little Friends un-flipped and without watermark, I was checking the article in the LostMediaWiki about the series and I realized that there is another channel apart from LuLuChibi that also uploaded all the 26 episodes un-flipped and without a watermark, here is the link to the full playlist on youtube.

The only problem is that is still the american spanish dub, I have no idea of where to find the english or japanese dub, but is something i think.
