Paccie was supposedly a lost PlayStation 2 game, released in 2004 by Phoenix Games, well known for publishing crappy, low budget games, the most famous of which is either Dalmatians 2 or my personal favourite and nominee for worst game of all time, Snow White and the 7 Clever Boys.
1. There is no mention of Paccie on PEGIs website. Other Phoenix titles come up though, even ones before Paccie.
2. I looked through backups from Phoenix Games website from 2004, no mention of paccie.
3. I even reverse image searched the box art, the earliest use I found was on a NeoGaf forum from 2016, where it was placed alongside Snow White and the 7 Clever Boys. I came to find the original source of the image on the box art, a CGI Pac-Man mockup on Pov-Ray in December 1994.

edit 2: I also found a mention that the developers of paccie were danish
edit 3: I have found that the original image was by R Husmo of Povray. I’ve been unable to find any more info on him/her.
conclusion: Paccie was a small title made by a Danish studio in the 2000s which was licensed to Phoenix Games who published the game as ‘paccie', likely as a PAL exclusive in 2004. I doubt that the video online which has been circulating is fake, but rather a pre-alpha build, it seems too unfinished even for Phoenix. Another proposed theory is that the game was published days before Phoenix folded however, I doubt this for the reason that they stopped publishing PS2 games years before the bankruptcy.
