By sheer coincidence I actually just stumbled across something that is likely it since I posted my last post, without trying to search. Was it William's Wish Wellingtons? He looks a lot like Caillou with spiky hair, and there appears to be a dog in it.
In my opinion, Dougie does look like Caillou. It is made by Neptuno Films and their headquarters are located in Barcelona, Spain. It ticks the boxes of 'boy and dog', 'hispanic' and 'aimed at preschoolers' - though I do not think it is exactly obscure. I really hope this is it. 🤞

Please clarify whether Dougie in Disguise is the show you are referring to. You answered "It aired on RTVE" in response to what I said. I do not know whether you meant Dougie in Disguise aired on RTVE or the show you are referring to aired on RTVE. Regardless, that is irrelevant to whether I did or did not find the show you remember. Judging by your answer, I would assume Dougie in Disguise is not the show you remember - in that case, I will happily keep searching for it - but it is better to be certain than make assumptions.
