It's speculated that it could be a NFB film. NFB has ties to CBC, and it could be stored in their archives.

I have access to various British Columbia TV and Global TV/BCTV archives dating all the way back to the 1970s. I can search through them for NFB films to find anything, I can see if I can access the CBC archives in downtown Vancouver as well.

There's another thread about this short going in the Unidentified Media section and according to a Reddit link there it seems it may have been found already. The video below, "Butcher's Hook" by Simon Pummell, could be it.

Actually, I just took notice of the username and it seems the OP of this thread is the one who posted it on YouTube.
