The actual voice of the Scout, Nathan Vetterlein, is very active within the community. He streams on Twitch really often, does comedy skits, and even offered to voice the Scout in the death battle v. Tracer. It seems like he would know something about this if it came to fruition. I honestly doubt something like this would be released in 2016, though, with TF2 being nine years old, going on ten, and not as lucrative as it was, even in 2014.
Another dodgy thing in the IMBD is the casual use of the term "normies", which originated on 4chan to mock the autistic. Although the term's meaning has deviated somewhat, it seems odd that a Machinima-affiliated studio would use it in an official plot summary.
Here's a screenshot of the show from their Facebook which shows that it was animated in SFM and that at least some of the show was actually produced, here are some production photos as more evidence that the show was at least partially complete and here is a tweet from one of the voice actors saying they just wrapped up the recording session. All of this info was in the video but I thought I would provide links and prove that the screenshot is from an official source and not just fabricated. I'll try reaching out the HLG later today but I don't know if they will respond.

I got some correspondence from a man working at hlg, I won't share his name as I don't know if he would be alright with that, anyway this is what he said:
Hi Liam -
Yeah, we wrote and produced the recording of 8 episodes for the series and animated one using the TF2 engine for MACHINIMA. Sadly, they didn't have enough budget to finish animation, so it's basically in purgatory. We're still trying to get them to make it but chances seem slim.

You know, we've been considering it. It's just a strange thing because the guys who were in charge of the project no longer work there. So, I'm not totally sure where we stand with it.
I'd love to release it and crowdsource the community to finish the animation, even - that'd be amazing - but I'd have to work it out with them first I think.
