So I went on the lost wiki page for Little Wizards (1987) and it was stated that the series is lost due to the lack of an English release, with only a very poor quality recording on the English opening available, along with an Italian or Spanish episode out there.
I just wanted to report here that a decent quality English opening has surfaced in the past couple of years here.

And again, while there are no full English episodes online available (or for sale on DVD/blu-ray/streaming) the entire series is available on youtube in 360p in Russian or some other East European language on this channel: www.youtube.com/channel/UCoVdNVFQO1Mba-0LIgs5NSw
I remember I did watch it as a kid growing up in Dubai (yes they aired a lot of Saturday Morning cartoons back in the day, some well known like TMNT and others highly obscure like this one).
Just figured I'd report it here. For English speakers at least the animation is all there and it can be watched, for those who speak Russian it is case closed for this show I guess.
