Shunji Saida is an Animator with close ties to Isao Takahata of studio Ghibli fame, working with him on things such as Chie the brat, Princess Sara and Gauche the Cellist. while going through is line up of movies i came across the poster for his 1997 movie "Kikansha Sensei" which oddly enough translates to "Locomotive Teacher".
According to Anime News Network the film was released on March 29th 1997 and has a run time of 100 minutes. in my search for the movie only one screenshot turned up and several posters and pictures of the VHS on Japanese websites. The movie doesn't even have a Wikipedia article instead it's for the 2004 live action adaptation. an Amazon listing for the soundtrack exist but not one for the movie itself. a youtube channel Blade90898 shows various clips of the movie on an old CRT television and while these show its not really to my liking i'm still intriqued by its elusiveness, and it being shown on a blurry CRT in clips doesn't really cut it.
Most searches will take you to a 2004 live action movie but it seems hardly anyone knows of this animated adaptation. it seems quite well animated to so its a wonder why it ended up lost. I have not found it on Kissanime nor MyAnimeList.

Hi again! I've been conducting my own search on some lost Japanese media, and I found that you can dig up some info on stuff like this by searching the original Japanese title on Yahoo Actions Japan. You may even find copies of this on VHS or DVD or animation magazines with new screenshots of the movie. I'll check for anything myself and update you if I find anything of interest. It's a good idea to check in on auction sites like this one a week or so, as the results quickly change. Hope that helps!
