Just found this thread and remembered I had the theatrical version downloaded. This was on YouTube until at least the summer of 2011 when I downloaded it. After that is when Viacom got pretty serious about taking down Nickelodeon stuff, hence all current reuploads are sped up, given weird cloud overlays, etc to get around the copyright ID. I am absolutely positive that this upload is where all those edited versions are derived from, network bug and all. Yes, it appears this was aired at some point.
Now I suppose it's possible this isn't actually the theatrical version, but I've never seen any other version like this. It's possible they edited it somewhat for television, but I doubt it. I think any prior confusion has been over the TV episode, which is honestly so different that its hard to get them mixed up.

Thank you for posting this!! Unfortunately this is NOT the theatrical version, as it is cropped to 4:3 aspect ratio (the TV standard at the time) and obviously was recorded from Nicktoons Network.

This situation seems more ambiguous than you might think.
You're suggesting the version I uploaded has had the sides cropped off, but I'm wondering if the reverse is true; if the theatrical projections had the top and bottom matted off. Notice that on the TV rip, the title card has been letterboxed on the top and bottom. It's also a little narrower than the rest of the short. So either the editors had to letterbox just the title card while cropping the rest of the short (as you suggest) or the title card is actually being seen open matte and the animation is supposed to be cropped.
It's also entirely possible they just projected it as 4:3. The Rugrats movie was shown in 1.85:1, but do we have proof the CatDog short was as well?

You can see in an earlier post I made in this thread that someone posted screenshots of the short (interestingly in 16:9) on Twitter some time ago. I do not know if this is just the 4:3 version cropped to widescreen, but if it isn't, there's your proof.

Did a quick comparison between the TV rip and those twitter screenshots. The twitter screenshots have been cropped to 16:9, showing less on the top and the bottom than the TV rip. That being said, it is not cropped enough to hide the network bug so its certainly from a different source.
Unfortunately because there are so many possibilities here, this doesn't really prove anything about the aspect ratio. The twitter screenshots could be showing the intended theatrical aspect ratio, and its equally possible the uploader cropped them himself. I doubt the DVD itself would be cropped (if it really is from the DVD) because the entire show is 4:3 and I doubt shout factory would have cropped anything.
So the TV rip I shared is a fully intact version, not cropped. Only problem is the network bug. I'm really hoping the source of the twitter screenshots surfaces, I've been dying to hear the end not cut-off since I first heard it in 2011.

Hello, I'm stevenvargasart from Twitter. To answer a few questions, The screenshots shared on the animation smears twitter were indeed from a rip of the season 2 Shout Factory DVD. Why cropped into widescreen? I made a recreation of the theatrical version sometime last year (that one that used to be up on Internet Archive) and took the screenshots from that. I believe that Fetch was produced in a 4:3 open matte format, which is what the TV print is. When looking at the top and bottom of the 4:3 frame, I noticed things like black bars and where the drawn backgrounds end, which make it seem like the short was meant to be cropped into widescreen during projection. Just my speculation though.
