Weird segment that appeared on Boomerang

Could it have been this girl you remember?
I found that a show called Naughty Naughty Pets came out in 2006 and reportedly aired on Boomerang in some places.
And what's more, this particular episode features a dog stealing her spoon, running off with it, getting cornered, and licking it clean, which grosses her out. She doesn't turn green or faint though.
and THIS one features the same dog doing the "to be or not to be" speech with a skull!! Licking it at several points, grossing out the girl!!
I can't find any references to "cat from hell", but there sure is a red cat character who causes trouble. I think this could be the show!
