Who is this actor?

Technically this isn't lost media related, but something we can use our investigative skills on:

So I noticed that there is an actor who appeared in 2 of my favorite movies from 1989. He played the librarian in Indiana Jones and the Last Crusade when Indiana cracks the floor to reveal the catacomb underneath the library, and the librarian confuses the bangs for his stamp, and a Mafia Boss in Tim Burton’s Batman when Joker addresses the mob.
He goes uncredited in both roles, but out of sheer curiosity I want to find out who this old man is. He is older, so he could have possibly been in many major or minor roles in movies throughout the years.
