Since I made article about it on wiki I've decided to join forums and make thread here as well in hopes of more people discussing it because I do believe it can be found if enough people are vocal about it:

Ever since I found out about this movie in 2013 I tried searching all the information I could gather about it and hoped to come across DVD, streaming service or even pirated camrip version of it however only things I found are screenshots, trailer, news reports on South Korean channels about movie, and children's books in Korean and even one book was translated into Thai.
KMDB even has details where is film stored on 35mm so I don't think movie is truly lost in a sense that all copies are destroyed but this does not change the fact that as of 2019 the movie is not accessible to the general audience:

In fact, after 2005, aside from some international film festivals movie was never shown again. There are two dubs North and South Korean dub so licensing issue should not be problem because South Korea could just release their dub which I would assume they own full rights to.

This is 100% legit site co-funded by EU and I confirm I did watch movies on this site. It's very cheap and nice rental streaming site with interesting and rare content from many countries.
They have Empress Chung listed however it appears it is not available and instead people can register on site and vote to have movie added. I think we should try our best to vote here and show them we are interested in this movie.
Empress Chung is a very unique piece of history because to my knowledge, it is the only animation co-produced by both North and South Korea and plus it is a Nelson Shin movie so it most likely is a hidden gem worth watching if given a chance.
