Please Help me Find this Show

I’m looking for a TV show from the mid 1970’s. It’s under the horror genre. I just remember the beginning starting with flickering lights and static noises going on through that. I think the lights eventually completely went out. Most importantly, I remember a person or some type of monster walking. You could only see their feet. It could of been a movie or a TV show but I’m not sure. If it’s a movie then it was most likely a TV movie. I know it was in color and it had sound. I also remember this person that I don’t know the gender of scared in what I remember as a workplace but it also could have been a garage. The person or monster walking, who I also don’t know the gender of, was probably walking in a parking garage but I remember more so that the person, who definitely was a person, was in a workplace so the person or monster could have been somewhere else. One last important detail is that everything had noise but the close-up of the feet had no footstep noises. The VERY final thing I remember is that it may have been before or during the opening credits. Please help me find this show! I would love to see it again!
