Before I start, I want to inform you all that I already posted this exact message over at r/tipofmytounge hoping somebody there has the answer.
I recently remembered about these stop motion Halloween specials that aired between cartoons on Cartoon Network on Halloween when I was a kid back around 2009 or 2010. What I can vaguely remember from these shorts was that they began with a silent title card that had the Turner Classic Movies logo and under it, it said "presents." Then a new scene would fade in, with the camera aiming at this characters feet who happens to be in the middle of the street. Then drops of "blood" would drip down as the camera would pan out, revealing that the blood was actually red paint dripping from the characters paintbrush. The character is revealed to be some sort of menacing robot or cyborg. It then cuts to some dude in his red stripped pajamas (?) going towards his window to see what's happening outside. During all this there seems to be a thunderstorm. That's really all I can remember from the shorts or rather that's all I saw as I never saw the actual skits themselves.
One other clue that can possibly help in pin-pointing the timeframe this was released is I remember a promotional bump that had a middle school full of zombies and on the bottom right it said what show was coming up next. Its a mystery that even confused me back then. Hopefully somebody here knows what I'm talking about.
