Animator Butch Hartman recently released a YouTube video talking about his month-long internship at Disney.
At around the 8:44 mark, Butch describes a short he made for Disney in 1984. He has only seen it once, and he practically begs the Internet to find his short. He redrew the character of his short for a reference, which I'll provide below.
I honestly never knew that Butch Hartman had a month-long internship at Disney in 1984. This is an interesting topic and fact I didn't know about him as I only know him from the TV animated shows he created for Nickelodeon like The Fairly OddParents and Danny Phantom.
That said, the re-drawing of the main character of the short he created looks kind of like a cross between a frog and a alien in space. The trumpet with him also gives me vibes of Louis the Alligator from Disney's The Princess and the Frog. I'm sure they will get along with each other.
The only way I believe that Hartman's short will be released to the public is if we can convince Disney to release it (though I don't know what method would work) or Disney decides to lease the short's rights back to Hartman. Either case scenario would be satisfying.

Well, that's not seeing a release. You know how Disney is with their older content. If you don't know, it's essentially "put that where no one can find it and fugget about it" (You ever heard of Donald Duck as a Nazi? That happened).
Even though Disney released it on not one, but two DVD collections in the mid 00s, and how just about anyone who's anyone in the animation community regards it as one of the greatest wartime cartoons of all time.

Eh, I'll give you that.
That was a poor example. The factor actually preventing this from being released was the fact that it was made by a guy who interned at Disney for a month. He did go on to do great things, but in the industry, that's common enough that it might not matter.
We might be able to contact his bosses and see if they know what happened to it.
