It seems to have been a collaboration between Warner Bros and the french company Contre-Allée
. Canal+ seems to be the channel it aired on in France. I believe Warner Bros still own the rights to the series, mainly since I see no reason why they'd give it up, or at least own something of it since they helped create it. I'm not to sure how likely a Warner Archive release will be as this show is incredibly obscure, but maybe it will receive one someday.
