Hey! It's been millennia since I've posted it but I believe I've found the media I was searching for!

It's called "Pablo the Little Red Fox" which features the white outlines I remember and remember why I thought it was french, it showed a lot of snow (and somehow thought it was french? I blame Disney's Aristocrats for that) and there was even pics of a cat that the characters met! This must've been the cat I was fixated on as a kid.
