So I've been trying to find a show I loved as a kid but can't seem to find it.
* I know it had french styled music, * it was about cats (2 main cats) and their daily lives, * Not definite but I think I remember seeing either the Effiel tower or Tokyo Tower (A large building of some kind) * Definitely 2D * I can't remember what drawing style but it wasn't abstract and had quite good proportions *At the end it showed the main 2 cats running while the text went by (I think they interacted with the text in some way) and the background changed frequently *I know it was between 2000 - 2008 (using significant life events to approximate the years) *It was on a Australian TV network *It was on during kids TV time
If anyone could help me figure this out it'd be greatly appreciated!

*The film does have French-styled music, with a bit of jazz thrown in there.
*The film does focus on two cats (i.e. Thomas O' Malley and Duchess, along with her children Berlioz, Marie and Toulouse) trying to return to Madame's house while avoiding her evil butler Edgar.
*Since the film is set in Paris, so of course it would have the Effiel Tower in some shots.
*It was 2D animated and does have the style of Disney's animation in the 1970s.
*The film does end with the main cast dancing to the Scat Cat's band reprise of "Everybody Wants to Be a Cat", while the background's colors frequently change to reflect a dance party (though I don't remember them interacting with the credits).
There are too many comparisions I can make between your description and what I personally feel what you saw was the The Aristocats. I hope my post can help you figure what you are looking for, anyway.

No, unfortunately. I don't believe that show was ever shown on Australian TV, I found some episodes on Youtube when I was like 8 - 11 and comparing them the only thing that matches is the fact there is cats and its about their daily lives. Thank you regardless.

If I may, I don't believe it was the Aristocrats. Mainly because I watched that a lot as a kid and comparing my vague memory to something I remember vividly.
Their styles are very different, Disney had different styles for their characters, objects for interaction and their backgrounds (like shadows, line work, ect) while the show I'm remembering had the same line work and shading for the background, characters and objects.
The cats had no owner, they were adult strays (I don't recall kittens) and they weren't trying to go back home, because whatever area the show was set in was their home.
I don't ever recall them ever breaking out into music or dance.
I can't recall if they spoke a human language, cat mews/meows, made up gibberish or nothing (maybe they had a narrator?)
It was a TV show, I recall that because I remember tuning in everyday around the same time for a while.
It wasn't dark outside when I watched it so it was either in the morning or later in the afternoon before it got dark.
The strongest non visual memory of it was the fact that the last time I saw it, it somehow conveyed that that particular episode was the last one and I was really upset about that.

They made an Aristocats TV show between 2003 and 2006 I think. Also, there isn't anything matching the description on Wikipedia for animated Australian TV shows first aired between 2K and 08.

It wasn't necessarily on the tv weekly but they showed it, at least here, on Sci-Fi channel "Saturday Anime" so you may have seen it there more than once. Since this was in a different country (I believe you sad Australian?) you may have seen it on later dates. And in fact I'm pretty sure that Saturday Anime was still going in the early 2000s.
