Both are not in Texas, but maybe something similar was played/performed at OP's baseball game? We won't know for sure until soupnerd comes back to confirm this is it
I saw LSSQ's video, and tried to look into any newspapers if there were any announcements or coverage of events. I tried searching the Frisco Enterprise (which didn't pull up any results, though might not have digitized articles from that far back), the Dallas Observer (which again didn't have anything, but the site is awful to navigate, and thus I may have missed something), and the Dallas Morning News (which I believe I have access to in full via a database through my school, and did not find any results). I unfortunately can't use the database for the Dallas Observer, as the earliest articles in there are from 2019. Maybe the Frisco library would have better archives of local newspapers?

The biggest date that stands out on there is June 21st 2005. If that's the day the op saw it then it we could have a specific date and the actual calender of events.

Tony replied to us! Will summarize below: He suggested the video might be this (https://www.youtube.com/watch?v=g_y15ozNchY). During 2005, Tony said he transitioned out of being in charge of the video crew, and the video may have been created after he left. He also sent over a script of a video that stated the ballpark rules, which was assembled from various movies (possibly Spongebob) Also, prior to each game the RoughRiders would play a video stating the ballpark rules. This video was an assemblage of clips from movies and the version OP saw may have included some Spongebob clips. Here is the script: Hello everyone and Welcome to Dr Pepper Ballpark.
