I've parsed Miniclip through Wayback Machine and I've found this very short-lived multiplayer racing game that lasted a few months during 2010 on Miniclip and it looks very similar to what you're saying: Vector City Racers
It's very unknown because there's no gameplay videos on YouTube. There's a trailer though, but I don't know so here's the link (Admins, let me know if linking isn't allowed please).

Let me know if this is the game. If not, I'll have to parse even deeper on other popular game websites, though that might take some time
This is it, this is literally it. Holy crap, I can't believe you found it. God it really was so long ago, a little research myself and I see it was shut down in 2011. God this game was fun. Thank you so much. I guess I was wrong about the neon style of the game. I just remember levels looking neon, but that wasn't the case. But definitely it was really blocky. Looking at the trailer now, it really reminds me of Auto Modellista with its bright colors and cel shaded like design, along with the garage customization feature. Also seeing the trailer it only had like 1.5K views, which really sucks. Thank you so much though, this mystery is finally solved.
Remember it too man, tried to find it a couple times in the past, all to no avail. The game was pretty colorful, had a kind of top down angled view, was poly styled and had f2p as well as a subscription, could be the reason why the game seemingly dissapeared
Heh, we found the game! Me and some friends tried to find the game after recalling some old Miniclip mmo games, and well, who knew that all of us played it back in the day... it was a long time ago. Anyway, it's Vector City Racers! Closed down back in 2011. I mean, no wonder, to maintain servers is to have some cash in your pockets... doubt they had cash.
Happy to share this long forgotten memory with anyone who reads this. Flash games will only live in our memories from now on.
