There's actually quite a few preschool shows that have no dialogue at all. Sunny Bunnies from Belarus quickly comes to mind, but it's far too recent to fit your description.

I found it! It's from Ted Sieger's Wildlife. It was made in Germany in 1999. 26 episodes were made. The link below is Episode 1. The clip in question begins around the minute mark.
Another interesting thing I found about the animation studio that made this, Hahn Film, is an animation studio based in Berlin, Germany and was found in 1980. The company now currently exists as a part of its parent organization Constantin Film and still has a functioning website: www.hahnfilm.com/
It's kind of weird that Treehouse would air a series of mostly silent cartoons made in Germany, though.
