The reason why the comments are disabled is because the MediaWiki pro (Anton) that Dycaite hired to fix the wiki recommended to upgrade the old comments section to a new one because the old one is broken and outdated. But there is a cost of losing the old comments forever once the wiki upgrades to the new CommentsStream extension but Dycaite does have a back-up of the wiki with the current comments intact and will restore important ones upon request.
