It was 2D, based on some cartoonist's work, was from the 1990s or 2000s and starred a cast of kids with a little boy protagonist. I know that at least some episodes were on Youtube. There was a Halloween episode in which the main character finds a mask that's alive or something. I remember a specific scene in which he tries to hide the mask when his teacher asks him a math question and he guesses wrong answers. The teacher sees the mask and the boy says that it was for his Halloween costume. Then the teacher replies with something like: "It's nice to see you so fashion conscious. In fact, it's nice to see you conscious", which makes the class laugh. Does it ring a bell?
Throwing Home Movies out even though I'm 99% sure that's not it. Aired from 1999 - 2004 and the protagonist is an 8-year-old boy and his two friends. I feel like it kind of comes off kiddish from its artstyle. I haven't seen more than a handful of episodes & notably its Halloween episode is *not* anything like you described. Soz.
I'll ask around, I want to see it too now. I'd look into American adult cartoon channels like adult swim, Comedy Central, FOX... Do you remember how the characters looked?
Definitely not Home Movies. I think it's more obscure. I kind of remember how they looked, but I can't draw. The designs were pretty generic, but if I see them again I'll recognize them.
I've been looking into it and just found it. It was Gahan Wilson's The Kid and it was actually a TV movie. It did have a scene like I described. I just misremembered it as a series.

Here's one with the scene I was thinking of: www.youtube.com/watch?v=6f5patjc3lk. At 3:42. I misremembered it as a math question instead of an English question.
