This song used to be all over youtube 5 or 6 years ago but nowadays i only hear it on a small handful of Reddit TTS channels. The song is not credited in the description anymore but back when it was, credit went to kevin macleod/incompetech, but never the song's name.
I captured about 40 seconds without the vouce over so it's pretty clean

I have dug through incompetech and freepd (Kevin's sites) and listened to all ragtime/jazz/classical tunes and while some come close they aren't exact.
I've tried soundhound, aha music and shazam and they don't pick it up.
I even hoped that by uploading those 40 seconds I'd get a copyright strike but that didn't work.
I'm hoping someone here can help me out. This effort has been on amd off for the past few years and I've gotten no closer to the answer
Edit; the channel's owner doesn't interact with the viewers at all, so that route is also a dead end
