So here's a story. Many years ago I remember watching a Hello Kitty cartoon, but I don't remember which one it was. It was a 2D animated series, in English, and it had a song that appeared seemingly once per episode involving them in a hot air balloon. Does anyone know what Hello Kitty cartoon this is?

I don't know if this is what aired on Toon Disney (EDIT: Just checked, it's not.), but what the OP is looking for is Hello Kitty's Paradise. Here's the balloon song:
(Also, I feel I should point out English wasn't the original language, it was dubbed into English.)

The Japanese title is ハローキティといっしょにお勉強 (Study Together with Hello Kitty), not to be confused with ハローキティといっしょ (Together with Hello Kitty) which has 2 versions with the same name (the older version was VHS-only while the newer version had both VHS and DVD); the newer of these versions had an English dub of the majority of episodes, released under the title Growing Up with Hello Kitty. There is a separate programme called キティズパラダイス (Kitty's Paradise, based on a former Sanrio Puroland stage show series)
