a friend dm'd me saying he distinctly remembers seeing this on cari.institute but not only it was nowhere to be found but didn't have any hits on google
I then tried to search on other search engines and tineye had the full version of it but in very small resolution on an iranian site. searching this full image also only led to iranian sites
baidu, however, did yield better results, as it turns out a chinese book on buisiness name strategies released in 1999 used this image
and it's on web archive !
however i was not able to find any credit to the illustration
the cover designer is listed as Zhang Hongying/张红婴 on the back but neither google nor baidu have relevant results for that name in neither english or chinese so it's likely they just designed the overall layout
and it turned out it wasn't the only chinese book using this image, there's also this what i think is a 
pop sci magazine (link 2)
but now we do know it's called the thinker !
i do not know what the starry sky refers to, maybe the other side of the cover or a mistranslation or it's too blurry for google translate's ocr to work
and there was also this picture very likely by the same author on a turkish site but with no reverse results
