I was able to find the Arthur ad that song was also used in through the comments of that video (it was for Lego sponsoring Arthur: www.youtube.com/watch?v=QPutb-g8IaE).

I downloaded the Arthur ad video, separated the voice track with mvsep, ran it through Shazam, and was able to find this, looks like the song is 'Perk it Up' by Al Capps from Warner Chappell Production Music: www.warnerchappellpm.com/track/who-did-that-music-tl014-44/MjcxOTY0NTctYjRkNjMw.
