I was randomly thinking about a book I had as a young kid in the early ‘90’s. It was a used library book so I’m thinking it was a lot older.
It was about a crocodile/alligator who lived in the city. The only part I remember was where he dressed up like an old lady and somebody tried to mug him at the park.
The art style was bright and cartoony. I think the best way I could describe it was like The Far Side. Because of this, I don’t think it’s Lyle, Lyle, Crocodile unless there was a later republishing or sequel that used a dramatically different art style.

Could it be The Great Escape? It’s about a group of alligators living in the sewers in New York that plan to escape back to their homeland in Florida. The main alligator disguises himself as an old lady as part of the plan. It has a bright and cartoony art style and it’s an older book, published in 1973.

You know, now that you say that it kind of sounds familiar. But I don’t know if that’s just a false memory or not.
EDIT: I think the book you are referring to is Zack’s Alligator, which is not the one I’m remembering.

That’s a good suggestion but that’s not it. I remember the illustrations being more like digital paint as opposed to watercolors. I don’t really know how to explain it.

Also I don’t know if this is just a false memory but I want to say that the book started with the alligator was a baby and was the pet of a family, but then grew up and became smart. The family had to find ways to disguise it.
