So I'm looking for this musical sound effect I've dubbed the "reality stinger" as I associate with reality TV or non-fiction educational shows as that stinger would always play on every single reality show, primarily when there's drama or conflict. It's this droning noise that I feel was done with cymbals because it sounds like someone scraping on a cymbal. I don't know if this came from a sound effects library or if it came from some presets on some electronic synthesizer or music gigapack but I would like to know where it came from.

I have plenty of musical sound effects that I have heard in the past that I am trying to look for, so this will probably be the first of those forum posts I make. And yes I also posted this back onto r/tipofmytongue a while ago and I got no response.
I would guess (not an expert) that a lot of production companies and editing houses from the 2000s (when I first remember seeing reality TV) probably were using sound effect libraries like Skywalker Sound (circa 1990) or The General (circa 1992).
Knowing a little about folly work, I would say that your guess about it coming from cymbals is not far off. Between a rosin bow, a hard metal object, and some water, you can make percussion instruments generate all kinds of strange sounds. I take it you've already looked into Waterphones?

I am actually aware of that but I don't think musical sound effects, the kind that would be used as straight sound effects or samples for music creation, would have been used in sound effect collections by Sound Ideas or any other sound effect distributor. I firmly believe these came from electronic music/synthesizer sound effect packs that would allow you to use different instruments, vocalists, noise, etc. I should make it clear that I am not an electronic music producer or someone who makes electronic music but given how I've heard so many samples over the years I am curious to know where they all came from (I will probably make a separate post about various "world" music sound effects at some point too). I do know my sound effect libraries and sources though since I am an amateur sound effects editor (I do not have a profession but I edit clips from old movies with modern SFX from time to time), I love SoundIdeas and their catalogue.

I just noticed it being used in a promo early on during WWF Armageddon 2000. I do believe it's one of those generic sound effects that was freely used throughout the industry by a great many video and sound editor. I do like knowing the exact origin of famous sample however. A bunch of famous hip-hop samples in video games traced back to a handful of sample tracks from a CD called "Masterbits Climax 9 - RAPsody"
