I am assuming she was at home watching TV when some form of interruption occurred? Is it possible that an advertisement or commercial featuring Obama in some way (even as a background actor) either played during a break or even glitched during the show? Would she say it was real life or could it have been some kind of cartoon?
So it probably wasn't Obama because this happened in 1993. She drunkenly claimed it was Obama, but it was either A) a drunken rant/lie, B) An interruption of some kind (maybe the person looked like Obama and her memories screwed it up), B) Bill Clinton with a presidential address of some kind and she got him confused because she was telling this story in 2014 when Obama was still president.
The Kids' Block Blog is really good at documenting these sorts of interruptions. I found one post on there that mentions Bugs Bunny and Tweety, which aired at 11:00AM, being interrupted around the date mentioned. According to this, Winnie the Pooh aired at 8:00AM. If this person lived in the Pacific timezone, which is three hours behind, Winnie the Pooh would have actually been airing during the interruption.
It was mountain time.
Maybe she saw the interruption in question before she went to the hospital, or earlier during her stay.

After it was verified that Winnie the Pooh was airing on ABC around that time, I didn't see the point, cuz that's what I wanted to know for sure. It's not like a TV Guide will have an interruption.

Thats actually crazy, i didnt think there would be any concrete evidence that it was real tbh. Now we just need recordings, which might be hard to get itself.

So it didn't air after an episode of Pooh, but it could have been an ad/promo or bumper, either before the town hall or during one of the commercial breaks. Or maybe there was a glitch that caused Pooh to briefly come on by mistake. Or maybe they worked cartoon characters into this? I'm not sure about that one though. I feel like it's most likely the first one.
