Looking for Ren and Stimpy-escue flash animation

So in the early days of Youtube, I ended up stumbling upon some weird animation that had the raunchiness/looks of Ren and Stimpy in a sense. It featured a black and white, or possible anthro cat walking down the street smoking a ciggie in a neighborhood area, only for it to start raining. The cat gets annoyed and goes to a gas mart to get some stuff to help keep his smoke going. It cuts to a shot of the cat peaking half of its head up from the counter looking up at the unseen clerk, putting a condom on the counter. Cuts back to him walking about in the rain with a condom over his body, continuing his smoking. The entire condom gets covered with smoke, leading to him passing out and possibly dying on the sidewalk. The scene changes to being in a hospital, where the cat slowly wakes up, soon showing a doctor talking to someone who oddly looks familiar to the R&S version of Ralph Bakshi responding, with it soon zooming out and showing that the doctor saved the cat and the man's life by making the upper half of the cat his new penis.

I know I sound demented as hell for bringing up this synopsis, but has anyone seen or heard of this animation before? I haven't seen it in a decade or two.
