Years ago I remember playing this game on Roblox that would allow you to own a radio and play songs on it, like, real songs. Earlier I loaded into that game for the first time in a while and when I pulled out my old radio, this is what is was playing. I remember the song, we were searching random words in the songs list and playing whatever would pop up, I remember finding this one funny, so while I still had it I figured I'd use Google's song finder so we wouldn't lose it again because it is funny, but to no avail. So I tried Shazam, still nothing. (YouTube would only let me make it a short, the cover image is very unrelated, I just chose something random in my phone.)
You might try some of the other music recognition websites out there? A google search showed me Audiotag.info and AHA-music.
Definitely sounds like the kind of light surf-rock that you would find as the theme for a game show, or which would appear as royalty-free music in the 2000s.

The image you used in that video was from Jumping Flash. I searched up the OST and the music is VERY similar. I honestly do believe that listening to the OST of PS1 and N64 games is a strong lead.
