I've just gotten a copy of the Italian version of Nukie on a "Victor Helical Scan" (VHS) video tape. I'm currently digitizing it. It seems to be a full-on dub even with Italian titles. It'll be interesting to compare it to the English DVD version and the Russian version, which is apparently based on a VHS tape. There might be some yet unseen footage.
I've just started comparing my 3 versions... and yes there is quite a bit of difference even within the first few minutes. There are different effects, there are alternate takes and such.
