Unknown cartoon bumper?

Forgive me for the miniscule information on this, but I was wondering if I just imagined this old bumper (not sure if that's the correct term, I'm new to this), I vaguely remember a claymation man with light brown skin, short curly black hair, black eyes, an overclock shadow on his face and he was wearing overalls with a white T-shirt and would introduce upcoming shoes? I believe it might have been on a VHS of some sort.
