I found an archived post by longtime Pokémon blogger Dogasu from back in June 2000 about Kids' WB airing formerly banned episodes. It was posted shortly before the English premiere of Beauty and the Beach. It mentions that they would be airing not one, but two lost episodes.

Beauty and the Beach had already been announced at that point, and Dogasu theorized that the second would be the Dratini episode.
Now, Beauty and the Beach aired twice, so that may be what the "two episodes" thing might be about, and Dogasu misinterpreted that. But I'm curious to know what his source for this information was.
Any thoughts on this?
