My dad says he saw it in a hotel in Venezuela as a kid, which would be somewhere in the late 90s to early 2000's. It had people who were definitely Japanese dubbing over monkeys, but in English. It was a sketch comedy.
Not really much more to it, but it sounds interesting nonetheless.
