Wisconsin's becoming an internet dead zone

I've become convinced that my homestate of Wisconsin is becoming an internet dead zone like Brazil and South America. Over the past few months, my family and I have been losing internet connection, sometimes for a few hours or for full days, and I have no idea what's directly causing it or what to do about it besides move to some other state that has better internet and internet connection. Even when it's working, there are days where it's very slow and jittery and just pauses and unpauses.
