Since it's AliExpress it's probably a bootleg or a copycat.

The face does look like a Polly Pocket but this character doesn't appear in the franchise as far as I know. It also has better quality than a standard Polly Pocket doll, with rooted hair and knee joints. Usually with bootlegs, you will find multiple listings for them, but I haven't seen any others for this one or even other characters.
My guess is she has something to go with horses, judging by her outfit and riding boots.
Her face kind of reminds me of the new Strawberry Shortcake dolls, but I couldn't find anyone with this outfit and the horses released for the series were way before the timeframe of this style of doll

There were rumors about dolls for the new series, Berry in the Big City, were planned to come out. This never happened, instead we got a doll based on the OG 80s design.
However, I have watched every episode of Berry in the Big City and no such character exists. However, WildBrain Studios did work on both the recent Strawberry Shortcake and the Polly Pocket show.
I know its out there but maybe ask tumblr via the toyblr hashtag, they may have an answer or at least some guidance. They helped a lot of the mysterious "I hate you" toy boat saga.
