It was set in the U.K, live action, set around a small town near London. This guy starts filming and finds that he's the last person in his town, no dead bodies though, just everyone gone. He goes to his local supermarket and finds all the food still there, though it's all rotten as there was no power.
It continues on with him slowly going crazy and eventually he heads out towards London, finding the city deserted, some evidence of a disaster and IIRC only a few bodies.
There is also a scene where he is looking online at those web cams they have set up in various locations around the world, only to discover the footage isn't live streamed but looped.
It ends with him being alone in the room and these special ops guys break into his room and take him away.
It was a found footage style series, low to moderate budget, broken up into episodes so not a short film, I believe hosted on YouTube, can't tell an exact year but it was definitely before the layout changes and the introduction of Google+
Maybe you were thinking of this 2015 comedy show called "The Last Man on Earth". This guy is the only one in town, with no dead bodies.
Nope, this was definitely before 2015, can't give an exact year but I'd say 2008-2009. It was all done in a found footage style, and comedy wasn't its focus. Also, I'm pretty sure it was a web series, so it wouldn't have aired on TV and I definitely remember watching this through a video streaming site, I presume YouTube as at the time it would have been the only one I was aware of.
Its close, but not at all the series I saw. The series wasn't a short film, I'm pretty sure it was split into multiple videos. The way its filmed is similar but we do see the protagonist's face throughout. There wasn't any special effects at all on the level of your video, nor any background music, it was shown exactly as it would if it was just a guy recording off his webcam or phone. Also, while your video had a sci-fi/futuristic aesthetic, the series I saw was current day and realistic. Though your video did end along the same lines the series did, except the guy wasn't outside, he was inside his room, recording himself on the webcam when the agents caught him. Also, they weren't in the sort of hazmat gear, it was just regular special ops type gear.

Original OP here, this popped in my head again and wanted to bump to get more eyes on it. Hope necroposting isn't against the rules! No new updates since I last posted really. I did make a thread on /x/ back in 2020 that got some attention and jogged some memories of the series from other folks, so I am pretty confident this was an actual thing and not made up in my head.
There's a few more details I remembered in there, such as the series being titled something along the lines of "Is anybody out there?" or "Is somebody else out there?". And that there was a girl wearing a red hoodie or with a red umbrella (some kind of object, specifically red) that clued the protagonist off he was watching looped footage cause she was always in the same spot. Also narrowed the years down to no later than 2010-2011, though it may have potentially been earlier I watched it.
Unfortunately not but it is close. The series I remember was filmed strictly like a vlog, just a guy talking into his camera. Also I do not recall there being any intro credits, keeping with the illusion we're watching real events.
