I couldn't stop thinking about this PSA, so I asked some people on Discord about it.
My claims: It was around the years of 2006 - 2008. Since my family did not have any cable, the only kids channel that I could watch was PBS and the PBS Kids block. There was (possibly) a documentary of chocolate airing on the channel, late at night, and the PSA/short aired between a commercial break, or during the show itself. During that time, I saw some sort of PSA/short involving 2 completely silhouetted men (real people, not puppets) distributing what was said to be drugs, but in fact, it was just chocolate, and there was a female narrator. Since I was very young, the PSA/short scared me to no ends.
thundermaster612's claims: He too remembers seeing it around 2006 - 2008 during breaks, between shows on PBS Kids. It was a minute long, and it aired mid-day, right after one of those 'Sponsored by Chick-Fil-A' ads. A superhero was (possibly) involved in the short. He wore blue, that looked like Adam West Batman blue (#999DC7) (possibly Cookie Monster). There was another guy, who wasn't a superhero, and he wore red (possibly Elmo). He is unsure if Elmo or Big Bird appeared in it, at all. The silhouettes were standing on crates. The silhouetted guy on the right gave the one on the left an open chocolate bar. The outside color of the wrapper was purple. They were surrounded by darkness, with the only light source being a dingy triangular light, hanging from the ceiling. The red guy was standing to the right of the silhouetted men, while the blue one was standing to the left. The superhero and guy were not in the same shot, together. The red guy looks at the viewer, while the blue superhero looks at the silhouettes. The camera was positioned, so we could see the blue guy looking at the silhouetted men, with his face still visible. That specific scene was made with 2D animation. The entire short had a mix of animation and real life elements. The message that the PSA/short was (possibly) trying to achieve was that sweets were bad.
Meeper123456's claims: He remembers the female narrator giving scenarios of how chocolate is bad for you. He was scared of the "overall message".

EDIT: ajpennington from Discord claims he remembers it. Speculates that it could've been from some Chic Fill a cow ad. The men were made of chocolate and melted.

EDIT: Meeper123456 and I just discovered a huge lead. While surfing on the internet, I came across a Wikipedia page, talking about PBS Kids Go!
"PBS Kids Go! has aired shorts, usually at the end of Maya & Miguel, and in between episodes of Arthur, to fill time after long-form programming. These include Go! Figure, WordGirl, Oh Noah, A Word From Us Kids and miscellaneous shorts featuring live-action kids talking about things they do; about their family's heritage; or other topics with Maya or Miguel doing a voiceover."
Meeper was really interested in "And Now a Word from Us Kids", from Arthur. Found out that there was a segment talking about Candy Factory Chocolate, in the episode, Binky Goes Nuts. This most likely is the short. ALL OF OUR DESCRIPTIONS WEREN'T EVEN CLOSE.
