The English dub of the Captain and ToeNeil was found some days ago. A person by the name jkree55 commented me on the Polish Dub and said he had the English version that aired outside of the US.
He recorded the short during the period where it aired, and he filmed it off a TV while he was in Europe some years ago - The mysterious, hilarious short had played so many times that he wanted a copy before returning home to the States.
Unfortunately, the uploader neglected to think about the placement of the camera, and so the audio is quiet at some places and riddled with the sounds of him shushing his friend, since he made some noise in the background. However, he still managed to get a pretty good capture and audio from the short despite this trouble. He inserted subtitles so it's easier to understand.

Yup, that's how shorts work. They go straight to the point and every event/action is pretty clear. The dialogue is just an addition so that it isn't completely silent. Target audience are mostly children, after all.
