It looks to me like it's completely made just for the video, with no actual game, no real backstory, and nothing else truthful about such a thing really existing.
It does look like, though, that there was some inspiration from an actual Game Boy Color game titled Elmo's ABCs, released in 1999 in North America and 2001 in Europe:
That is just speculation, though, but regardless, I'm fairly certain this is just supposed to be a simple video about a fictitious subject and nothing more.
