So when I was i year old, possibly in the late 90s (1998 or so) there was this series of PSAs that came on. I think they were episodic, and there were at least 3 of them. The main protagonist was this blonde haired stoner dude, I can't remember exactly what he was wearing, but I know he had long spiky blonde hair, and possible a black t shirt. I don't remember what the shows were about, but I remember it would always involve the stoner blonde protag either smoking a cigarette, or getting into terrible trouble because of him doing drugs.
They used to air on Nickelodeon, but I think once in a blue moon, would air on cartoon network. At the time, something about these strange uncanny ads made me so scared, that I didn't want to watch tv anymore, for fear they might so the PSAs again. The PSAs made me so scared, that I had asked my mother to call the tv station, and tell them to stop showing the ads. I remember after me telling my mom to do this, she must've called the stations, because the PSA mysteriously stopped, and I never saw them again.
The style of the PSAs were very bright, I think they had a lot of turquoise, could've been set in a school setting, and always featured a blonde haired protagonist being shown how his life was constantly falling apart due to drug use. The PSAs would also end on a cliff hanger. They aired in America, at the time I lived in California, San Diego. This is a strange PSA and potentially lost media, I'd like to see if the ads were still as creepy as I remember them to be. Anybody else remember them? Any help would be much appreciated, thanks.

It's animated. I remember one scene starting with a blonde man, high schooler, he would go bro, or maybe dude. He had long spiky yellow hair, i think he had a test to do, and was supposed to study, but he got high, which lead to him failing(?) Something like that. I think the PSAs were episodic, featuring the same guy messing up due to drugs. I remembering the PSAs leaving me feeling both sad, and scared. I think one of the ads was against using pot, but I'm not sure
